Profile of Financial Secretary

Mr. Colin Bullock

Colin Bullock, Deputy Governor of the Bank of Jamaica since 1996. He attended the University of the West Indies where he obtained a B.Sc. degree in Economics in 1972, and a Masters in Economics in 1974. From 1974 to 1986, he was a Lecturer in the Department of Economics at the University of the West Indies specializing in Macroeconomic Theory and Monetary Economics, which he taught at both undergraduate and post graduate levels

Mr. Bullock joined the staff of the Bank of Jamaica in 1986. From 1986-1992, Mr. Bullock was a Director of Macroeconomic Programming and a Senior Director of Research and Information from 1992 and 1996. In 1996, he became Deputy Governor in charge of the Research and Economic Programming Division and since 1999, he has also been in charge of the Banking and Market Operations Division. His responsibilities included the design and implementation of monetary policy through liberalized financial markets. Since 1986, he has represented Jamaica in negotiations and discussions with multilateral financial institutions, rating agencies, investment houses and other Central Banks and has been team leader on various occasions.

Mr. Bullock has served as a member of the following boards:

  • Bank of Jamaica

  • Planning Institute of Jamaica

  • Statistical Institute of Jamaica

  • The Caribbean Centre for Monetary Studies.

Presently, Mr Bullock is the Financial Secretary in the Ministry of Finance and Planning, a post which he assumed in May 2, 2005.
