The Financial Management Information System (FMIS) is the principal project under the Financial and Programme Management Improvement Programme (FPMIP). Its objective is to provide a computer system for timely and accurate accounting of budget expenditure and non-tax revenue by all ministries, departments and entities that receive their budget allocation via warrants of expenditure.

The FMIS application software is being developed in modular stages. The first phase incorporates all core accounting requirements at the ministry/department level. This includes all financial processes required for managing expenditure in the programme accounting format, from the Budget passed by Parliament through to the actual preparation of cheques and bank reconciliations. Statutory and other financial reports are generated by the system as well as management reports required by the ministries for improved efficiency in the management of their activities. This phase has been successfully implemented.

A Commitment Control module has been completed and tested. It will be implemented by the Ministry of Finance and Planning when the necessary infrastructure is in place. Additional functionality will include:

In FY 1998/99, the development focus for the FMIS is to create an Integrated Financial Management System (IFMS), based on the FMIS and other systems in use or in development by the Ministry of Finance. The IFMS will integrate revenue and expenditure data in a consolidated central database, supported by a Wide Area Network (WAN). The IFMS will permit comprehensive treasury management and cash management.

Another significant target for IFMS development in FY 1998/99 is to link the project performance data of the Integrated Project Data Bank (IPDB) with the IFMS. The IPDB is being developed and tested by PIOJ and will address the project life cycle of all capital projects. The IPDB measures project implementation using physical indicators that, when combined with financial data from the FMIS, will provide input/output reporting on project performance. This combined capability will facilitate accurate project monitoring and review, improved project management and increased productivity of public expenditure.

The FMIS is currently operational in all ministries except the National Security portion of the Ministry of National Security and Justice. The project will extend implementation to cover the remaining Government departments during FY 1998/99.
