This Division pursues its objectives in conformity with its Mission Statement “Manage the Ministry’s financial resources in an effective and efficient manner, in accordance with regulations”.

 The various functions of the Division are performed through five (5) Units namely:

1. Budget and Cash Management
2. Final Accounts
3. Public Service Accounts
4. Salaries
5. Disbursement

Budget & Cash Management

This Unit is responsible for the preparation of the Ministry’s budget and coordinates and supervises the budgets of tax departments, which comes under the purview of the Ministry.

 It is also responsible for the cash management and commitment control for the Ministry and its Departments. Completion of financial management and analytical reports.

Final Accounts

Main functions are the preparation and submission of monthly and annual financial statements for the Ministry and its Departments. On completion these statements are submitted to two divisions within the Ministry and the Auditor General.

Public Service Accounts

This Unit provides accounting and administrative functions for the following:-

• Health Insurance – GEASO
• Staff Bus Transport Project
• Provident Fund

It should be noted that the above Unit provides services to the general public service staff, with the exception of the Transport Project.

Salaries

Its primary function is the preparation of both monthly and fortnightly salaries for the Ministry and the under-mentioned Departments:

• Taxpayer Audit & Assessment
• Tax Administration Services
• Taxpayer Appeals

It is responsible for the maintenance and custody of all salary related records in respect of each employee of the above offices.

Disbursement

 This is the largest unit in the Finance & Accounts Division and is primarily responsible for making payments for this Ministry and three (3) Departments.

 Payments are made mostly for budgetary support to MDAs, goods and services and the custody and disposal of government’s valuables.

 This unit comprises of a Disbursement team, a checking team and a Cashier.
