Human Capital Management Enterprise System (HCMES)

This project to implement an integrated HR and payroll management system began in January 2016. This HR/payroll system will not only provide comprehensive information on the entire public sector but will also enable the more efficient execution of regular transactional HR functions as well as facilitate more strategic activities.

The system will provide for the following functions:

It will have key features such as employee self service and manager self service to allow for efficient access and use of data.

The project is being implemented in phases. Phase One will see 14 ministries, departments and agencies brought onto the system. These are: Office of the Services Commissions; eGov Jamaica; National Water Commission; Passport, Immigration and Citizenship Agency; Accountant General's Department; National Housing Trust; Jamaica Customs Agency; Ministry of Economic Growth and Job Creation; Aeronautical Telecommunications Ltd; Tax Administration Jamaica; HEART Trust/NTA; Ministry of Industry, Commerce, Agriculture and Fisheries; Ministry of Finance and the Public Service; and the Jamaica Constabulary Force.  These MDAs have been chosen based on a number of factors and it is anticipated that at the end of implementation in these MDAs, a solid template would have been developed to roll out the HCMES seamlessly across the rest of the public sector.

Special Early Retirement Programme

The Special Early Retirement Programme (SERP) is for eligible employees between the ages of 50 and 59 years. Under this Programme, eligible persons can choose to retire early. Special incentives have been included in the Programme such as two weeks’ salary for each year of service up to a maximum of one year’s salary and payment in lieu of accumulated vacation leave.

The SERP is designed, as far as possible, to ensure that the process is fair and takes into account both the needs and preferences of the employee and the needs of the employer to ensure that the organisation remains sustainable.  

Eligibility Criteria

To be considered for the SERP, you must meet the following criteria:

  • You are a permanent employee of GoJ;
  • You are vested in your pension plan, i.e. contributing for a minimum of 10 years;
  • You are eligible to retire early as per the rules of your pension plan.
