The Minister of Finance and Planning held a meeting with a delegation from the Jamaica Confederation of Trade Unions (JCTU) on Friday, December 12 at his office. The JCTU comprised:
The Minister made a presentation outlining the present state of the fiscal accounts and the prospects for the way forward. It was agreed that a critical component of addressing the fiscal constraints and moving the country forward was the development of a formal agreement between the Ministry and the unions representing public sector workers, with explicit commitments to be made by both sides. The objective is that such an agreement would provide a concrete basis on which a broader social contract involving other interest groups could be developed. Both sides also had the common position that this agreement should be arrived at within the shortest time frame possible. In furtherance of this objective it was decided that the Ministry's team led by the Minister of Finance would meet with a broader representation of the leadership representing public sector workers on Thursday, December 18 2003.
