Economics Management Division


The Economics Division is a pivotal unit within the Economic Management Programme, which assists with prudent fiscal policy management and the provision of sound economic analysis to the Government for development programmes.

The Economics Division comprises the


External Financing Unit

The External Financing Unit monitors the implementation of all government projects, which are financed via external sources.


International Financial Institutions Unit

The International Financial Institutions Unit ensures that Jamaica maintains its membership with external financing institutions in order that the Government is eligible for benefits such as being able to access loan and grant funds.

Debt Management Unit

The primary focus of the Debt Management Unit is to secure financing for Jamaica's development projects at minimum costs while ensuring that the public debt is maintained at sustainable and manageable levels. Debt management strategies are pursued within the ambit of sound macro-economic policies centered on the achievement of macro-economic stability and growth and as such, the Debt Management Unit and the Fiscal Planning Management Unit have critical linkages.

Loan Administration Unit

The Loan Administration Unit effects tasks relating to the negotiation of terms and conditions, execution of agreements, the satisfaction of conditions precedent to the disbursement of funds and other germane administrative matters as it pertains to external loans (public direct and guaranteed) and grants of the Government of Jamaica.

Fiscal Policy Monitoring Unit

The FPMU’s core function is the management of Government’s scarce resources, which must be clearly identified to meet commitments. The Unit laises with domestic institutions such as the Planning Institute of Jamaica (PIOJ ) and the Bank of Jamaica ( BOJ) as part of its coordinating function in developing Government’s economic programme. The Unit also tracks macroeconomic data and analyses the fiscal impact on and of changes in such variables as inflation, interest rates, the exchange rate and the overall performance of the balance of payments.
