The role of the Division
is to develop, implement and review human resource management policies in order to produce
efficient, cost effective public services and promote the Government as a good employer.
The Division works to ensure that:
- Government recruits and retains qualified and competent staff,
- Remuneration packages in the public sector are rational
and competitive,
- Human resource management standards and policies are in
keeping with best practices,
- Retiring benefits due to public officers are paid promptly,
- Work disruption through industrial disputes is reduced and
- Quality of service delivered to clients is consistent with
acceptable standards.

Conditions of Service/Employee Benefits
The goal of this unit is to develop and ensure that policies relating to the social and economic conditions of Public Sector employees are consistent with modern human resource practices and are equitable, transparent and appropriate in their application throughout the public service.
Superannuation Unit
The Superannuation Unit has responsibility for the development and implementation of a programme of retiring benefits for public officers and to ensure that persons retiring are paid their benefits
promptly.
The Research And Establishment Control
Unit
The Research and Establishment Control Unit, has responsibility for:
- Managing the process of growth in the establishment level of Central Government in order to maintain the size of Government,
- Ensuring Parliamentary approval of the Establishment through the updating and printing of the Civil Service Establishment (General) Order and the Civil Service Establishment (General)(Amendment)Order for presentation to the House of Representatives for the Affirmative Resolution,
- Conducting surveys on the utilization of established positions assigned to all Central Government Agencies,
- Providing the researchfunctions which will facilitate the proper utilisation of posts, support planning and decision-making in other units within the Establishment Division,
- Conducting Post Audit to determine the establishment levels in the Executive Agencies, Statutory Bodies, Parish Councils and Government Educational Institutions.

Compensation Unit
The Compensation Unit has responsibility for the implementation of Governments wages policy and the development of job classification standards for the public service. The main output requirements for the Unit are the provision of objective classification tools and rational pay plans. These activities are undertaken to ensure that the Public Sector Wages Bill is sustainable.
Industrial Relations Unit
The Industrial Relations Unit is committed to maintaining and enhancing industrial harmony within the Public Sector through the establishment and implementation of sound industrial relations policies and practices. The Unit strives at all times to maintain an environment that is conducive to
meaningful and continuous dialogue with Trade Unions and Staff Associations. Outside of planned meetings with these organisations, the Unit facilitates dialogue with individual employees, Line Ministries/Departments and Parastatal Bodies in respect of the interpretation, clarification and implementation of agreed benefits and conditions of service.
Permanent Salaries Review Board
The PSRB was established in June 1992 to ease existing tensions in wage negotiations in the Public Sector and to provide rationality in pay awards as well as to bring some objectivity to the processing of wage and fringe benefit claims in the Public Sector. In this connection the Boards role is to undertake on an ongoing basis reviews of salaries and fringe benefits and other conditions of service (as requested) of all categories of employees of Central and Local Government and designated statutory bodies. However, matters not directly related to wages, salaries and monetary allowances, may be referred by the Board to other relevant authorities.
