Tax Policy
Functions

The main functions of the Taxation Policy Unit are to:

  • Develop and propose taxation policy;
  • Advise the Minister and Financial Secretary on tax policy issues; Analyse and propose taxation legislation;
  • Prepare drafting instructions to the Chief parliamentary Counsel in respect of taxation legislation;
  • Recommend parameters (policy framework) within which applications for incentives, concessions, relief and exemptions under the relevant tax laws will be considered;
  • Design, organise and direct a wide range of studies on taxation issues in order to provide the data required for the formulation of taxation policy;
  • Analyse the revenue effects, economic impacts and distributional consequences of changes in tax policy;
  • Develop and maintain Economic Tax Models such as Individual tax Model, Indirect tax Model and Company tax Model;
  • Represent the Ministry of Finance and the Government of Jamaica at negotiations of Trade Treaties and Agreements to ensure that the revenue is safeguarded and agreements reached do not conflict with national tax policies;
  • Assist in the formulation of both direct and indirect taxation policies required to honour obligations under various Treaties and Agreements such as WTO Agreements, Caricom Treaty etc-,
  • Monitor developments in international trade relationships to ensure that taxation policy is consistent with the obligations of Jamaica;
  • Participate in the development of national policies intended to facilitate investment and trade.
