Public Sector Modernisation

This Divsion drives the implementation of the Government of Jamaica's modernisation agenda for the public sector; creating policies and supporting Ministries, Departments and Agencies (MDAs) to deliver efficient, effective and integrated, customer-focused services.

Charged with the mandate to drive the implementation of the Government of Jamaica’s (GOJ)  modernisation agenda across the MDAs, the PSMD, formerly the Public Sector Reform Unit (PSRU) was established in 2002 within the Office of the Cabinet and transferred to the Ministry of Finance and the Public Service in 2024.

To execute its mandate, the PSMD leads the creation of modernisation policies, and supports MDAs in crafting and delivering efficient, effective and integrated public services and programmes tailored to meet customers’ needs.

The Division has been instrumental in establishing robust mechanisms for effective decision-making, human and financial resource management, as well as coordination and performance management throughout the government.

Mission

To lead the modernisation of the Public Sector by building capability and providing direction, guidance and support to Ministries, Agencies and Departments in order to deliver on the priorities of Government and provide services to our citizens and people who do business in Jamaica.

The Modernisation Programme Focus Areas

The PSMD coordinates its programme under three (3) focus areas. These are:

  1. Service Excellence Programme – aims to modernise the public-sector culture to one that is customer-centric; and seeks to create a new culture across Government that embraces service excellence and improves the delivery of services that meet and exceed citizen expectations.
  2. Information and Communication Technology (ICT) – seeks to streamline and harmonise government information infrastructure and systems, thereby enhancing service delivery through greater efficiency and effectiveness.
  3. Human Resource Management Modernisation and Institutional Strengthening – aims to improve the management of human resources in the public sector. This involves providing the public sector workforce with the necessary tools and skills to achieve excellence, as well as introducing new HR Management policies, principles and philosophies to enhance the quality of the public sector work environment, while enhancing Ministries’ ability to improve performance across their respective portfolios.
