The Restructuring of Public Sector Compensation

The Government has never planned to recover and will not be recovering, allowances that have already been paid to public sector workers as part of the implementation of the new compensation system.
The restructured public sector compensation system represents a new compensation structure for the public sector. It is not simply an increase on existing rates nor is it an update of the existing system. It is a new concept on how public sector employees are compensated with a guaranteed minimum increase in net compensation.
The new compensation system seeks to provide a single salary payment to an employee that represents a basic salary and certain allowances. The construct of the single salary payment has taken into account all such allowances that are being discontinued.
Statutory deductions paid and recorded for each employee for the Fiscal Year 2022/23 will need to be in line with computations under the new system. However, given the Government’s guarantee of a minimum increase in net compensation, there won’t be any requirements for employees to make any repayments of allowances already received. The gross compensation under the new system has accounted for the statutory deductions that will be due and for the minimum net compensation increase guaranteed by the Government for all public sector employees.

The Government of Jamaica, through the Ministry of Finance and the Public Service, wishes to advise the public that representatives of the Government met with the Jamaica Police Federation today to continue discussions regarding wage negotiation of members of the Jamaica Constabulary Force.

On Tuesday, May 26, 2026, the World Bank, through the International Bank for Reconstruction and Development (IBRD), rated Aaa/AAA, issued a catastrophe (cat) bond providing the Government of Jamaica (GOJ) with US$200 million in insurance coverage against hurricanes.

The Ministry of Finance and the Public Service (MOFPS) has signed a J$1.7 billion financial agreement with the European Union (EU) for the Digital Transitioning Programme aimed at supporting Jamaica’s Information Communication Technology (ICT) Policy. A handover ceremony to mark the agreement between the two partners was held at the MOFPS on Thursday, May 21, 2026.

Hon. Fayval Williams, MP, CFA, Minister of Finance and the Public Service (MOFPS), is urging permanent secretaries and heads of entities to be innovative and strategic as they lead in building a resilient and future-proof public service. She made the call during the Government of Jamaica (GOJ) Service Excellence Conference 2026 held at the Jamaica Pegasus Hotel on Wednesday, May 13, 2026.
